Adding New Control Doesn't Automatically Parent The Selected Bone

I’m trying to learn how to create a control rig. According to every video on the internet, if I select an element in the rig hierarchy while creating a new control, the control should be automatically get parented to that element. But when I do the exact same thing, the newly-created control doesn’t get parented to anything.

Is there any setting I missed out on? According to Epic’s own documentation, it should be doing this by default.

Also searching for a solution on this problem and this is the only mention I’ve found of it online so far. This is a small but infuriating issue when making an entire rig.

I think it doesn’t need to be a parent of the bone. The control just needs a different hierarchy as you can see in some example control rigs. In the forward solver graph, get the control and set that bone. In the backward solver graph, get the bone and set that control. And it’s done.
