Adding Darkness to a moutain pass tunnel

I need to darken a tunnel in our project enough that player need to use a flashlight to see when away from its entrance and exit. The tunnel is approximately 100 yards long so without power it should be pretty dark at its center.

I added the post process volume. In its details I enabled Infinite Extent (assumed for the scene). And then in Lens~Exposure I set Min EV100 and Max EV100 to 1.

The best I achieved is dim. How do I achieve a natural looking darkness? What am I missing or what have I don’t wrong? Any help would be appreciated.

Have you tried reducing the skylight?
