Add Yaw Input multiplied with Delta Time is not framerate independent on mouse and keyboard, but is framerate independent on gamepad

Recently I upgraded my project from 5.2 to 5.3. Today, I realized that now the camera look Input Action event is not framerate-independent on only the mouse and keyboard. For gamepad, this setup works just fine.

I have simplified the setup to the extreme, as pictured below.

I have checked that there are no “Scalar by DeltaTime” modifiers on the Input Actions or in the mapping context.

There are no forum posts anywhere on the internet with this issue. I want to reiterate that everything works fine on gamepad, it is just mouse and keyboard that is not framerate independent. What changed between 5.2 and 5.3 to cause this behavior? This issue makes the game practically unleasable on mouse and keyboard.

Also, I have been using t.maxFPS to test this. Is this a reliable method for testing framerate independence?
