Active Time Battle System ???

I’ve been looking for an ATB tutorial all over the internet but all I could dig up was some documentation about the Active Time Battle System and some Unity Tutorials, but no Unreal tutorial.
Do you have any idea where can I find tutorials on how to implement a Active Time Battle System and how to build around it ?
