Achievements or Artifacts and Binaries to be pushed first?

Our Achievements have been approved.
Our Artifacts and Binaries have been approved.

Before pushing Achievements, it notes:
Ensure your game’s product detail page is live on the Epic Games Store before pushing achievements to your Live sandbox.

Okay. When trying to do that… in the Artifacts and Binaries Stage review, I get the issue:
It looks like your achievements have been configured, but need to be Pushed to Live. Log into your Dev Portal and select your product. Under Game Services → Achievements…

This looks like a negative feedback loop to me. So today we’ll just submit our achievements to live (after being approved… again…) regardless of the first achievement note.

And we will have to re-submit the same build again.

This odd process soaked up enough time that we missed our release date and upon resubmitting we got a previously mentioned issue of “Offer is set in past”, which means resubmitting it again…

Please, it would mean a lot if Epic could streamline the review process when the contents are the exact same as previously approved items. This has caused some undesired delays…
