ACCESS PROBLEM !!! Unreal Online Learning

Cant access to any pages about unreal online learning, the error below come out.

This <customErrors> tag should then have its “mode” attribute set to “Off”.

I dont know where the config file located, please help me if anyone knows.
I am using chrome, tried either delete the cookies or tried other browsers, none of those works.
I will update the post if i know how to solve the problem.
