Access key not working for fellow organization member, testing purposes

Hi,
I have created a batch of access key for our upcoming game which we are still setting up on the developer dashboard. The keys are set to target our dev environment and are for internal testing purposes. I could access our game on the Epic Games Launcher using one of those access keys, but my fellow organization member can’t for some reason. We are both admins in the organization. Any idea as to what cause it?

He got this error: " The “errors.com.epicgames.common.sandbox.access.control.missing_permission” error typically indicates a missing permission or incorrect credentials when trying to redeem an Epic Games code, particularly when related to accessing the Epic Games store or their sandbox environment. This error often occurs when developers are using the wrong credentials for the Build Patch Tool (BPT) or when there’s a region mismatch between the account and the code.

Our BPT credentials are valid, and I made it for all regions by default. What gives?
