About Net Cull Distance Squared

Hi , Net Cull works all fine for me but only one thing is ,
i found out that the cull distance seems to start from my camera not from my character.
that makes sometime when i see stright to another player they get culled.
(My camera is behind my character that makes the distance farther from another)
and shows when i spin around without moving my character
(means that the only thing changed is my camera distance between the other character._)

i want it cull from my character not the camera , any advice will be helpful!!
