I am new UE4 user and I have many noob questions. Is there any room for this purpose here? I couldn’t see a special room about this category and I wanted to ask.

There isn’t any section specifically for beginner questions, you would just post questions in the category that matches it (like rendering, Blueprints, etc.)
However, before posting, check the Unreal Engine documentation or do a search of the forums, if it’s a beginner question it’s likely been asked before.
