60fps for controls, but 24fps for animations?

60fps is better for: controls, especially rotating camera and similar.
24fps is better for: movies (cinema mostly plays at 24fps in 2018).
Can we have both?

Meaning, the game runs at 60fps and within its wrapper animations are updated at 24fps (every 2,5 frames).
So e.g. when rotating a first person camera, it would rotate at 60fps, but skeletal mesh animations would play at 24fps.
(To avoid that 2,5 frames; we can say 60fps/30fps or 48fps/24fps; the point is: can it be split?)

This would presumably save performance, and more importantly give a 24fps cinematic feeling without control stutter.

I’m noticing actor location and camera rotation stutter, but generally the game looks better at 24fps (which is not to say plays better).
