Nope, we have a pretty good repro on our side. I’ve logged the issue here:

Until this gets fixed, I found a workaround. I paint the vertex colors in Unreal, then hit Reimport Mesh with Dialog, and on Vertex color I choose Ignore, so it keeps the painted values. This restores my morph targets. Hope it works for you too.
