[5.6] Foliage Not Sticking to Translated Level

Running into an issue where I have a level with all sorts of painted foliage. But when I add it to my persistent level via “Levels”, it will inevitibly vanish once the level has been translated.

Has this always been an issue? Or is it a new bug.

Steps to reproduce.
1: Make sub-level. Paint some foliage on it. Make sure your level has visible borders. No enormous landscapes. Save it.
2: Open your persistent level. Add it to the Levels manager. Translate it. For me I moved it like 5000 on the X and 5000 on the Z. Make sure you load it and save.
3: Open the sublevel in the content browser.
4: Open the Persistent level and all of the foliage has likely vanished. And if you save this state, it will save all of the vanished foliage.

I did need to rename some levels, but I took the proper route and used the Save Current Level As option when renaming. Still presents this issue.

Is there a way to translate the level without messing up all the foliage? Is this a bug?
