5.3 vs 5.2 Performance Loss of 50 FPS

I have an 8K terrain that I have imported into 5.2 and 5.3 versions. I have a 13900 Intel, 4090 GPU, and 128GB of RAM. In 5.2 the FPS after terrain import is 120 FPS or so but in 5.3 it drops to about 70 FPS. I have not yet been able to find a setting that seems to affect this. I am using world partition in both versions. Adding a material also seems to drop the FPS in 5.3 to around 30 FPS and barely seems to affect 5.2 that much. This is visible in the editor and also does not seem affected when changing the scalability settings when playing in editor. Any thoughts?
