$400 is not enough for a system that can run UE4
I’d suggest trying to save up $650. You can get a midrange gaming GPU, quadcore CPU, 8GB of ram, and have a good experience using the editor.
It’ll run on a $400 PC, but not well. $650 is where you start to get a lot more bang for your buck.
Yes it is possible if you buy used. You can get a used Dell Optiplex with a 2nd or 3rd gen i7 and a new gtx 1050ti for less than $400. This is what I use but with a GTX 750ti instead. This is more than enough for making simple 3d and mobile games but you would need something more if you plan on more visually demanding games or projects.
Never buy prebuilt PC’s imo. With a 600-700 budget you can easly build a nice PC. Look at some guides stuff like that.

It’s not gonna break any records, but you can absolutely do Unreal Engine 4 on it. Buying a SSD later once you have more money to spend on it would do it wonders.
