[4.8p3] Move to Location Fails when not using Pathfinding And no NavMesh Volume is in the scene

Move to Location without using pathfinding seems to fail when no navmesh volume is in the scene, however if one is present it seems to work, and even moves beyond the boundaries. This isn’t the same behavior as in 4.6. unsure if this is a intended behavior after the update.

Pathfinding-less movement should work regardless of navigation bounds volume presence. If this got broken we need to fix it. Thanks for letting us know!
