[4.8.3] Why won't editor load project after launcher update?

The project is [4.8.3].
It throws this error:

The program can’t start because
VCRUNTIME140.dll is missing from your
computer. Try reinstalling the program
to fix this problem.

I found some other answers to this specific error, but they say it is related to [4.10].
Why would my [4.8.3] project have this issue?

OS: Windows 7 Ultimate (64bit)

Compiler: Visual Studio Community 2013

You can try installing Visual C++ Runtime 2015, which might be dependent for some reason.
