Hey Ranz,
I was also experiencing this with my project. I just left it on for a very long time until it finally loaded. If you really need/want to roll back to a previous version of Unreal, then you can grab their releases from their Github page by clicking on this button and looking for the release you want.
After that, you can compile the engine and use it from there.

My project already loaded after waiting a few more minutes. I guess there was something going in the background while it’s stuck at 93%.
I was worried because it never take this long to load my project.
It’s just doing a verification background check when you are updating the engine. That itself can take up to 1 hour at most after finishing its installation.
it would be nice to display a message to the user telling us there is something going on. because it was obviously not at 93% finished. It happened to me at 94% but honestly, it works flawless.
