[4.14] PakBlacklist-Shipping not work

Hi~
I have searched lots of information about PakBlacklist, and do same thing in my project.
As you see, it is still cooking ‘Engine content’ which I have listed in the PakBlacklist-Shipping.txt (one real long list) when package. I’m sure about that I make a shipping package, and the target platform which I choose is Android_ETC2.

How can PakBlacklist work?
Anyone knows that?
