Out of memory crashes when loading landscape?

Hey all I am having out of memory crashes and I am not sure why. I am working with a 16x16km partitioned landscape and the initial import process goes smoothly and runs smooth as silk. I am able to apply material, procedural foliage, water, etc no problem…at first. The crashes occur when I close unreal and re-open the project while it is loading texture resources. I created a new project and migrated everything over and that seemed to temporarily fix the issue but now it is back to crashing out of nowhere. Crashes even occur with no foliage, water or materials applied. Completely empty level except for landscape.

Using UE 5.2.1
GPU utilization is at 23%, CPU at 10% and memory at 25% when crash occurs.
24gb dedicated GPU memory, 64gb shared GPU memory, total 88gb.
I have 128gb ram, RTX4090, Ryzen 9 7950X, 4TB NVMEs. I have tried a plethora of different tweaks and fixes to no avail:

  • Verified reflection capture res was 128
  • Increased streaming poolsize 10000+
  • Disabled/enabled texture streaming/LODs
  • Disabled/enabled virtual textures
  • Switched between DX11/DX12/Vulkan
  • Updated/rolled back and DDU cleaned nvidia drivers
  • Windows updates current
  • Increased pagefile to 64gb
  • Memtested my ram and stresstested CPU/GPU all passed

I read somewhere that OFPA can cause these issues which makes sense considering creating a new project fixed the issue for a while. Any suggestions?
