I have extremely long compile time(10-20min) for naked UE projects. After first compilation, it takes about 30-60 seconds to compile previously compiled project, but any change makes it compile like the first time. It is indifferent I compile in VS code or VS 2017 or VS 2019. I checked 4.21.3(preinstalled long ago) and it has same bug too.
