A client of mine have only bump maps baked and doesn’t have the time to bake normal maps…
There is a NormalFroMHeightmap function that converts a heightmap into a normal map. That may somewhat help.
That said you might just as well do that conversion with Ndo or similar external program. Doesn’t take that much time.

Nvidia has some plugins for Photoshop that allow you to convert bump maps into normal maps.
