Could you also provide us with your DxDiag? You can get the DxDiag.txt file by going to the start menu and typing in “dxdiag” without the quotes. Click the “Save All Information” button at the bottom of the window and save the file to the desktop
Reply back and attach that file so we can get a better idea of your system specs.

Do you have a graphics card other than the “Intel(R) Q35 Express Chipset Family” that is listed in your dxdiag? If you do not, the issue is because this card only support DirectX9 and DirectX11 is recommended in order to run the Launcher/editor.
Even if you upgrade your graphics card you will likely see performance issues because your processor is dual-care and not the recommended Quad-care.
Here is what we recommend:

Desktop PC with Windows 7 64-bit or a Mac with Mac OS X 10.9.2 or later

8 GB RAM

Quad-core Intel or AMD processor

DX11 compatible video card
