Worked for me, different than above,
Edit > Keyboard Shortcuts > Search console > Set Show Console to Shift+Tab for the first Binding and for the second Binding` under the Level Editor Tab.
Then,
Under the same window search, Set System-wide to Shift+Tab for the first Binding and Shift+for the second Binding.
Close the window. Press Shift+Tab, there you have console open.
