I use a mix of GIMP, Aseprite, and a series of photo references if need be.

Personally, I use GIMP to create all kinds of 2D assets, and I just love it …Well, I also use Inkscape, but it’s not suitable for textures, I’m afraid.
Substance design or C4D because of its procedural noises. But mostly Substance because of its flexibility and being non destructive opposed to making texts in C4D and baking everything out (waste of time) or other 3d packages…Or you can always go the practical route by getting a nice camera/photoshop with a normal map plugin and go out and sample the world around you if node graphs aren’t your thing. That method (image based texts) worked for me for well over 12 years in the mograph industry, until I dove into substance design. There’s no looking back once you’ve had a proper go with allegorythmics stuff
I would say that photoshop is an overkill
There bunches of free online bump map generators, there is pixlr editor for any kind of photoshopping. All I read here is nonsense. You don’t need subtance as well. If it’s something unique, it’s a wrong tool. If it’s not unique, just use tonns of free materials
If you don’t know that substance is useful, then you don’t know what it does
