It seems something in the web widget is still looking for VS2013. I uninstalled ue4 and vs2015, then installed vs 2013 then ue4 and then 2015 when prompted to by the editor.
Still has issue from 4.9.2 where CEF folder is not copied to /binaries/thirdparty though
