i am trying to package my vr project in ue5 fo my oculus quest but every time i get this error, how can i solve it?

there are many youtube tuts.
but
basically you need these things all installed in the versions here not the latest ones
you need
JRE 8
JDK 8
android studio 4
SDK 29 or 30
ndk 21b-d
and you need microsoft dotnet 3.51 installed
all of these have to be the versions listed here not the latest ones.
just install them all to their default locations.
