Are you talking about the lines flying up (or any of the particle effects for that matter) from the bottom? If so you want to look into and use Niagara effects. Here is the documentation on them:

Then here is another non-Epic affiliated tutorial that is further down the line in the above series that covers ribbon particles which will do what you are looking for:
If you follow the above documentation and fundamentals combined with the ribbon particles you should be able to easily pull off the effect you are looking for! Good luck developing!
