Use existing ID3D11Texture2D or OpenGL texture directly in Engine

Sorry to Necropost here but it seems like Hesham had something really useful here. Even though this feature seems to have been rejected in its current state, I would really hate to see this lost to the void. I can see many uses, albeit slightly on the niche side of things.

Does anyone have access to the patch for 4.17.1 that was mentioned here
