Still not work. the Download Speed goes down to 12 kb/s and then it stops with an error.

Probably instead of stopping at 81% it has now changed to 39% (the 81% where are big problem before) 
Try it some more times and when it is still not working, disable your anti virus or take a look at this thread: https://answers.unrealengine/questions/24311/read-this-if-your-download-has-stopped-around-81.html
