It is not hardware. It is a bug in either Unreal Engine or Nvidia drivers. Please go and downgrade to this version: Thanks to DanDCowen for the link. The one thing that might upset you about this as well as it being annoying to downgrade is that it will take away DLSS from Unreal Engine till they fix it and you can update.
