Trying to make Toon Shader Material on UE4

Here’s how I’m performing my if statement:

You should wire your cell-shader emissive into the A >= B node of the if. Click an object, and under Rendering tick ‘Render Custom Depth’ (you may need to expand the menu to see it!)
