Hey voodoochild,
The system specs you posted are under the minimum recommended settings we suggest using with the Unreal Engine 4 Editor, so if you are able to launch with that hardware, it will be a sub-optimal experience for you.
That being said, the video card you have listed is only a DX10 card and will not launch normally as the editor expects a DX11 card for Windows PCs. You can try launching the editor in DX10 mode (all DX11 features will be disabled) by doing the following:
- Locate the UE4Editor.exe in the following path (where you installed to): *\Unreal Engine\4.0\Engine\Binaries\Win64*
- Right-click on this file and create a shortcut.
- Right-click on the shortcut and select Properties.
- At the end of the Target line add -d3d10 and click Apply & OK.
- Try launching with the shortcut.
