If you go into your creator portal, and click on the ‘Failed’ icon next to your submission, some screenshots should be attached to help give you clues as to what is being considered ‘non-E rated’
In this example I added a precision airstrike to my E-Rated map and failed submission.
If you do not see any screenshots I think it would be reasonable to appeal their decision.
