In D3D11Commands.cpp, we are resolving the debug uniform buffer layout name to an FName instance, which is very expensive. This gets compiled out in test builds, however.
Moderate: Impacts performance numbers in DX11 development builds.
The fix is in CL 15587568, and will be released with Unreal 4.26.2
