Startup Movie not being build via Project Launcher in 5.6

and Project Launcher ignores the “Specific Movies to Copy” in Project Settings. I am on 5.6.

How to include a Startup Movie into a Shipping build using Project Launcher?

My suspicion is that it packs the Movie into a .Pak file. How to not include packaging Movie in a .Pak file considering that I am using Project Launcher to make a Shipping build (because default packaging will still package a Development build even if you chose Shipping) and Project Launcher ignores the “Specific Movies to Copy” in Project Settings.
