I found out how to fix my problem. It turns out that the new update of Windows 10 was causing the issue. If anyone has the same issue as me then read this.
For some reason, Windows 10 newest update decides to make problems with Unreal Engine 4.13. This problem makes you not allow to interact with the tabs or tools that Unreal Engine 4 has. Here are two ways you can fix this:

Go back to the previous version of Windows 10 if you have the new update installed to your Computer. This will then allow you interact with the tools. However, JackTM thinks that it could affect only UE4.13.

From what JackTM suggested, try upgrading your Engine to version 4.14 or 4.15. I have not tried this solution myself, but you are welcome to give a shot with it.
