If you are talking about the default Sky Sphere, the material in that Sky Sphere (and in extension its colors and whether it’s day or night) is directly influenced by the direct light you have in your scene. If you rotate that light in the direction the sun would be shining at at a particular time of day and then use “refresh material” it should change colors.
