I don’t have any experience with building via CI, but this does appear to be rather common for modules of all types. Do any of the solutions in this thread work for you?

Unable to load module 'YourGameModuleName' - 0 instances of that module name found

Trying to package a game on Azure Windows 10 Instance (VM) and getting the following warning LogModuleManager: Warning: ModuleManager: Unable to load module ‘GameModuleName’ - 0 instances of that module name found. Same result getting on a different VM with Windows 10 running on on-premises server. Looks like some DLL is missing in OS that prevents from loading the game module. Any ideas?
