mine 5c on the problem on 5.3:

Solved my retargeting problems by:

  • Having separate chains for Root and Pelvis
  • Setting RetargetRoot to Pelvis on both ends
  • Translation Mode on Pelvis and Root chains to Absolute (probably specific to my animations\skeletons, but Globally Scaled is missing scaling too much)

None of the soultions in this topic helped,
But in my case issue was solved by simply pinning Target root bone to Source root bone
Engine version: 5.4
