Edit: Retargetted and don’t seem to have any issues…:
All animations work fine.
So unless its some edge case on floating point precision and rotations, it has to be his animation at fault…
At this point id be curious to know though.
I used same animation and SM. My guess is that the A pose of the target (default T) is not well aligned to the source and perhaps twist bones should be included as single bone chains:
how did you change target character pose? did you change it in IK Retargeter?
and can you send me screenshot of your character chains please?

In the retarget window you can edit the target pose here (UE5.3):
Play around with the pose testing the animation on every edit so you can see the changes. In my experience with this the biggest issue was the forearm twist bone,
In UE 5.2 there is an Edit button next to where Reset is.
Note that I didn’t retarget the entire character, just enough to test the arms.
