I think the XInput DLLs are the only ones that aren’t installed by default by Windows Update. Everything else should be present on a relatively up-to-date Windows installation from Win7 upwards, AFAIK. I may be wrong though. 
I’ve added a ticket to include an option for including those DLLs (UE-23729), though I can’t guarantee any timeline for it.
