[RELEASED] for UE4: Complete Sky and Weather System

Hey,

I came across another with the plugin and dynamic time of day changes. The “Set Time” blueprint node is no longer working when called from a construction script. It’s working fine during PIE.

Tested with 4.17.1_4.1.1005, 4.17.2_4.1.1011 and 4.17.2_4.1.1014.
It was still working in 4.17.0_4.1.893.
