Path finding and action planning for Fire Emblem-like games (large images beware)

For some TBS games a simple AI works, but for many, including Civ 5, that becomes a major flaw in the design. I think perhaps the hardest thing to execute with TBS AI is combined execution involving large numbers of units. I think if you can get that down, you can pretty much accomplish whatever you want with your AI.
