Package failed after project clone

Q1. I just tried it on First Person Template. Packaged it for windows 64bit succesfully. Didnt do anything else in project. Then cloned it in launcher. I got this warning. Packaged it as soon as it opened. It failed.

Q2. Steps for my original project:

a. Clone it

b. Got the same warning (didnt care about it at first)

c. I did some changes in my project and my config folder (I got the scalability and input settings .ini from vr template)

d. Package>Fail (First Clone) (I remember that when I was changing some things in level it compiled shaders)

e. Cloned it again. (Thought it might have happend because of .ini settings or compile warning)

d. Package>Fail (Second Clone) (I didnt give it time to compile shaders. Packaged it as soon as possible to see if its caused by compile warning)

f. Verify 4.13

g. Clone>Package>Fail. Then I posted question

Q3. I cant think of any package settings involved. I dont mess around with them up until shippng stage and it failed on clean project too. If there is anything comes to your mind I can take ss.
