I also have the problem, installing the Visual Studio redistributable did not fix it. The DLL is present in C:\Program Files (x86)\Microsoft Visual Studio 12.0\VC\bin, the VS120COMNTOOLS environment variable points to the right folder. But Unreal is unable to use it.
