Hey, I don’t know if you’re still looking for the answer, but I just found your question when having the same prob myself. I figured it out! On the right side of the top bar which contains the green play buttion, over on the right [but to the left of the Settings drop-down menu] there’s a double chevron symbol. If you click on that and click Create Scene, it displays the toolbar you’re looking for. I hope that helps. Learning UE can be very frustrating!
