There are many games that use premade resources on every jam, I don’t remember any of them being disqualified. So I’d say it is pretty much anything goes, the rules are pretty lax or at least their enforcement is. Does it affect winners selection is a completely different question and it seems to me that the answer is yes. I may be wrong but I think the winning games are usually those using original resources.
