The log you attached shows you timing out when attempting to download the offers from our marketplace. You are later on able to download the offers from the UT marketplace.
This suggests to me that as you might be timing out due to your connection, and that these requests might complete successfully if given enough time. The fact that UT has significantly less offers to download is likely a factor here.
I suggest tweaking the values we use to know when to time out a HTTP request. An example of how to do this can be found in the answer given here:
