My friend had such a problem that he couldn’t register. The only thing that helped was registering from another computer. Despite the fact that it was in the same apartment, and the connection was from the same wifi router.
The problem may be somewhere in the computer’s system, such as windows. The error prevents registration from any browser, even a newly installed one. Some cached data is interfering, which cannot be cleared from the system using standard methods.
