Maybe it will help somebody with the same issue.
I’ve had the same problem. My issue was that i’ve had one empty array element in:
Project Settings / Packaging / Addiitional Non-Asset Directories to Package.
I’ve deleted the empty one and left only the one with MOVIES folder and now everything works fine.
